Let me first say I think it is weak to ask for feedback and then if you disagree with it to imply the responder must either be trolling or be too stupid to understand something.

To be clear I wasn't commenting on the benefit or not of the rules being consistent but rather the existence of an AI making it even more important for them to be or it being easier to enact. Note that the AI could be modified for other rules sets. What does the existence of the AI suddenly change that will make the federations now cooperate fully to standardize rules when they have not done so already?
