according to my endgame database it's 0.0012% so about 12 in 1,000,000 games not much in my standards :)

It probably has practical reasons. A NN is not as precise as normal arithmetic, so if you resign only with 0 chance of winning, you may not resign in obvious (for humans) position just because the NN phantasizes a 0.0001% winning probability. Here with an endgame you don't have such effects, but making resignation dependent of whether it's a NN evaluation or something exact from the database isn't worth the effort IMHO
