Nice puzzle. I haven't worked it through (and don't want to spend the time), but it seems intuitive to me that if you are given a choice, you should pick the "longer" direction (in this case the long rows rather than the short columns), because the short direction will be playing catchup in more close cases and winning by a bigger lead in the minority.

If you start with a 3x2 grid, then a 4x2 grid, it might become easier to generalize. Just a thought.
