Nack says that in the early game, either 5pt beats either 4pt, so that would suggest 24/20 22/20. On the other hand, making the 4pt here completes a solid five-prime, which will do an excellent job of containing White's straggler. Also, Blue already has an anchor, so the need for an advanced anchor is reduced. I'd make the 4pt here.
