In recent times you need to cryptographically sign your programs. When the programm is quite old it probably missing a signature.

If you want to install it anyway you have to click on "more info" (that usabilty is in line with to press on "start" to shut the PC down....)

Since MS demands cryptographic keys being on a hardware (some providers offer virtual HW... my head start spinning) it got quite expensive (although such a device is about $20-30). The cheapest I found was $300 for 2 years :( And this installs without issues only if some people already installed it. If you want a certificate that runs immidiately we are talking about high 3-digit prices/year :(
