IIRC one of the rules of thumb from Dirk’s new book is that when you have a 4-point board or better and the opponent benefits from staying on the bar, you should not hit. There are of course lots of exceptions but I couldn’t come up with a good enough reason to deviate from this default in this position, so I would go 13/9 13/8.
