They don't have input on chequer plays, but having a stake in the game certainly gives them some interest, and they DO have input on the cube.
I think this arrangement of 'specials' or 'extras' as I think they might also be termed is quite common here in the UK; so it can't be a bad rule. Quite frequently it will dissuade the captain - or a team member where the local chouette rule means it can be applied to them - from taking after all, which keeps players busy, and in the long run probably saves the initial lone taker some money.
