These cubes sound like what I would usually call “extras”. Rules vary for whether it is mandatory to take any extras you are offered, and on whether consulting is allowed. My preference is for extras to be by mutual agreement only and for no consulting between the box and extra-givers, but others disagree.
Both players involved in the “extra” think they are coming out ahead so it really is a win-win exchange — the doubler thinks holding a 2-cube is worth less than -1 points (i.e., more negative), so he’s happy to pay the taker a point to take his 2-cube. The taker thinks holding a 2-cube is worth more than -1 points (i.e., less negative), so he’s happy to take a bunch of 2-cubes if he’s getting paid a point for each one. Of course one of them is wrong, but you don’t know that at the time so both sides should be happy to give and take extras, apart from eg bankroll management/variance reasons.
I haven’t found that it makes a big difference in stopping captains from taking bad cubes to win the box, but it does make the game more interesting for the crew when it happens.
