Is chouette "special" always warranted?

"iv) After the cube selling has occurred what input does the crew member have in the game?

We have a social chouette, box and his new cube buddies will be able to consult."

Suppose the captain knows it is a technical drop but is taking because he thinks the box will play the position poorly. It does not seem fair to the captain that the box suddenly gets helpers.
