The original question part b) asked how much owning the cancel token when your opponent doesn't affected GWC in a long race. I estimated about 5 additional percentage points of GWC beyond what would normally be in straight race.

That would seem to be enough to tip it from ND to D/T. Assuming my wild-ass guess is anywhere near correct.
