I feel like outfield control is crucial here, so I'd focus mainly on plays like 17, 9 and 13, perhaps also 9, 5 or 9, 6 or even 9, 3.
9, 3 doesn't expose but cracks our board. Even though we have many covers next turn, I feel like we give the opponent a free turn to run, basically. Perhaps not entirely free as we can sometimes hit from 20 and cover one inside, but that feels risky. I think I'd rule this one out first.
Between 9, 5 and 9, 6 I'd clearly choose to play from the 8pt to have more return hits after getting hit.
Between 13 and 17, 9 I'd clearly choose to play to the midpoint exposing two not one although with duplication, and keeping more control over the outfield.
That leaves a choice between 13 and 9, 5 which also seems clear to me. I choose to build the midpoint as I think strategic considerations in the form of outfield control outweigh slightly higher risk of getting attacked. 'Slightly' because White doesn't have ammunition nor great structure to blitz.
20/13 for me.
