15 vs 18 isn't that big. Second-place finishes, sure, but to make a cheap point, greatness is rarely measured in second place finishes.
It is not obvious that you can fairly just compare raw numbers between the 70s and 00s. Besides just how the sport itself evolves, golf is more physical today, and takes its toll on the body (as does driving under the influence...). Likely, Tiger would have won even more majors had he not suffered from so many serious injuries.
Anyway, Tiger also set a completely new standard in several parts of the game, for example athleticism. Set several unreal records and recorded some stats that likely will not be beaten in our lifetime. Won the US Open on one leg, made the cut 142 times in a row, won the US Open by 15, the Masters by 12 and the Open by 8. Tied Sneads record number of 80+ PGA tour victories...
I would go so far as to rank him as one of the very greatest athletes of all time. Again, very much dependent on definition of greatness, but still.
I fully respect the opinion that Jack is still the GOAT, but to me, there are definitely two reasonable choices.
By the way, I also believe that Annika Sörenstam is the women's golf GOAT, even though there were two or three ladies that accumulated more major wins in the 50s.
