Well, thanks to Rich Munitz over on Facebook, we have a better answer:

'Under the latest USBGF rules, the TD cannot arbitrarily impose equipment of their choosing. However, if there is a specific need that the TD can articulate that is satisfied by imposing the equipment, the TD has the power. The most common case of this is "your match will be streamed by the tournament so you will sit at that table and use this equipment".'

So, there we have it.
