There are some misnomers here. The 'Open' should be open to everyone to be allowed the opportunity to compete. If the naming were different - i.e. 'Championship' or 'Masters' division, then it changes things a bit.

I would suggest that tournament class naming should get the appropriate standardization that other sports have.

Beyond that - I suspect that there shouldn't be a cap on PR - thats not the only way people measure success in BG - in fact, its only the players that care about it that use it - and fortunately there are many who don't care about it.

Just throwing my pennies into the wind.
