Hitting loose on the 4 leaves too many blots/shots imo. 23 of White's 27 entering numbers hit, 6 of which are double hitters. White will be very likely to make the anchor after a hit and being hit on the 21 will cost Blue his racing lead. I'd play 21/15 8/5. 2nd choice is 22/16 8/5.
