No, it's not programmed to exploit the opponent's weaknesses. It assumes optimal play on both sides.

But since the equity is exactly the same for both legal plays, it has no idea which one to play. You'll see this in positions that are mathematically impossible for her to win - instead of bearing off or bearing in, XG (and gnubg too) will shuffle checkers aimlessly.
