Also, my understanding is that with a checker on the ace and a checker on the deuce, a roll of X-1 doesn't count as a "decision" when calculating PR.

Well, my understanding is wrong. It's not a "decision" if the difference in equity between the best and worst is sufficiently small, but it does give credit for a "decision" where there's only two moves and the equity difference is so large than no one would every think it was a "decision". e.g. Bob's example.

Maybe the new owners of XG will fix this.

But it's better than gnubg which counts every turn as a "decision". Just get yourself closed out on the bar and watch your error rate plunge as you make zero mistakes.
