White's board is strong and blue has a strong blockade, so my game plan would be to build the prime and minimize shots. 13/11 10/7 minimizes shots while 13/8 aims an additional builder at the four point.

Not sure which is better, but there's only two shakes that hit on the ten, so I'll take the risk. Slotting the four point seems too risky.
