I think you have to do whatever you can to keep as much of your board as possible. 7/2 is better in terms of forcing White to hit on the next shake but 13/8 is quite a bit better if White dances since you'll be able to leave 3 blots in your home board with most 1s, 2s, and 4s. I think this makes up for the fewer immediate hits so 13/8 for me.
