My answer is 114/294 = 57/147 approximately .387755.
In the 36 rolls there are 294 pips traveled. Non doubles have the potential to hit 3 places and doubles hit 4 places for a total of 90 + 24 = 114 of those 294 that would get hit.
In the long run, things even out appropriately because that is what happens.
