I think this kind of decision tends to depend on how strong White's position is after the quiet play, and the answer is, it's pretty strong.

White's inability to form an anchor means that Blue can expect several turns' worth of chances to roll either a clearing number or a clean attacking number. So the "defense" play does not by any means give up on attacking. I expect that the difference in gammon wins between the two plays is smaller than one might otherwise think.

I like 16(2).
