DQ 6: Does safe vs bold analysis apply?

White has a 4-point board. Blue has a 2-point board. However, is its 4-prime the functional equivalent of a 4-point board here. If so, does being behind in the race tip the scale to hitting? Also, why not wait one more roll, which could lead to pointing on the checker on the 3 point.
XG++ says the best play is 0.044 ahead of the 2nd play.
