DQ 7: Run or break? *RO*

In a Youtube video Marc Olsen suggests that there are three situations in which we can break an anchor:
1. Upon rolling a double.
2. To hit.
3. To preserve a solid structure.
XG seems to think no. 3 applies. However, leaving the blot on the 18 plus the one on the 23 still looks like a whole heap of risk.
So will appreciate seeing a thorough explanation of XG's play.
