D4 is the only non-covering number so certainly a double per the Woolsey rule. Can White take? I think it's a close take. The race is close, White has a good structure with the 7 and 4-points made, and Blue's net gammon chances are sort of medium-sized (in the 20% to 25% range I'd guess).
