Improving Blue board with the 4 is clear. And because of this liability (2 blots) in the White homeboard, then one can assume that the battle will revolve on leaving the respective 13 point. So as long as Blue maintain his own 13 point, White, barring perfect rolls, will bury her checkers deep in her homeboard. Hence increasing her wastage and EPC compared to Blue's EPC.
