Definitely a double per the Woolsey rule. Maybe I'm being too optimistic but I think White still has a take. Blue has good chances to make the 5 within the next 2 or 3 rolls and those will definitely lose the market. White's best chances are when Blue never fills in the 5. White also has some small racing chances and some small hitting chances if Blue does make the 5. I think these add up to a close take.
