With 16 pips deficit, White's timing is suspect to embark on a backgame.
Furthermore White's homeboard is about ripe
With all these white checkers, there will be plenty of occasions to play a tempo move to help Blue's game plan or to counter White's one.

So let White play and just extend Blue's outside prime by playing 13/9.
