Ruling in Dubai

Interesting situation occurred in the late round match between Amir Eshraghi and Ralf Jonas.
Amir rolls a 42 trying to scramble a checker back home after a hit in the bear-off. He illegally moves the checker 7 pips, leaving Ralf sevens and twos to hit. Ralf picks up the dice and rolls (he rolls 64), missing the shot.
The match was being streamed and transcribed live. The transcriber points out the illegal play.
Note that this is a Responsible Moves tournament, but the players may have been playing Legal Moves.
This leaves two questions:
(a) Should the position "rewind" to Amir having to play the 42 again?
(b) Should Ralf be allowed to re-roll?
The ruling was to put the checker to its legal position and for Ralf to re-roll. There seemed to be much controversy over this in the stream chat. Thoughts?
