24/19 creates a direct shot on 16 of White's rolls vs. 8 after 22/17. Don't know if this is enough to make 24/19 correct though. First of all, it gives White 4 pointing jokers. Second, there's not much future jeopardy for White if Blue plays 24/19 and misses the first shot. Third, there's a lot more future jeopardy for White on those 8 blotting numbers after Blue plays 22/17. If White blots with 61,51,41, or 21 and Blue fails to hit, White will leave another shot on 22 numbers. Fourth, 22/17 creates some sequences where White will have to leave two blots (when White rolls 63,53,43, or 31 and then rolls a double blot number). I think 22/17 is slightly better.
