I doubt I'd see this OTB, but 10/5 allows white to run past the anchor with anything but 66 while 20/18 10/7 makes white blot with a fair number of rolls (that I didn't count). It loses more gammons, but I don't think enough to make up for the additional wins from hitting a shot.

So, 20/18 10/7.
