DQ 10: Safety first?

I'm not sure I understand why "safety first" is a thing early in the game. A long standing aphorism is that whoever leaves the most blots in the beginning will eventually win the game.

More applicable is the safe v bold criteria - white's better board says "safe" while the race deficit, more checkers back, and an anchor point towards bold. And I'm not seeing the match score favoring safe play.

Three stripped points and two bloated ones incline me towards unstacking, so I'll play one off each of the stacks. Might be a bit loose, but I'm not favoring the safe play, even if I could figure out what it was.
