ABT tournaments USBGF membership policy

Do I understand correctly that to play in an ABT tournament, one must be a USBGF member and there is also a $10 fee per event on top of that? Does that help or hurt attendance and by how much? It seems to me that it is a huge disincentive to someone who might want to play in just one tournament a year.
