The 22 pt anchor is known to be a transitory state to be abandoned once you are ahead in the race, when you are running short of spares on your external points and when you throw 6-5. Here it looks like the position doesn't fit the rule.
But look at the quiet move : 13/7 13/8. You get two nice spares but for doing what ? Only building behind the white 4pt anchor.
So run.
