What I would say to make a broad generalization is that the earlier in the game it is (aka the opponent still has his checker(s) to extricate from our inner board), especially when your opponent doesn't have any new (high) inner board points, we should tend to make the inner board high anchors (20pt/21pt) rather than the 18pt. This is of course because the inner board anchors are actually anchors and not faux anchors. This means that when we hit things/the opponent hits us we'll always have a safe place to come in. In a long game there's bound to be some hitting. The 18pt gains in value when the opponent has already started to hem us in with his 5pt for example.

The best play was mentioned but just barely.
