Leaving the straggler on the 24 gives 13 rolls that escape vs 11 if it's moved up to the 23. So, entering, filling in the four point, and then playing 6/5 seems obvious.

OTOH, stepping up kills sixes while hanging back makes fives play poorly, except 51. Those nine bad rolls would seem to outweigh the two extra escaping numbers, so I'll step up.
