For simplicity, let's compare P (making the 4pt) with K (hitting twice) and we'll ignore the third option of p (making the 3pt). The evaluations captioning the side-by-side diagrams are for money (rather than at -5-4, but it should be similar) using XGR++.

You want to know why K is better (by .013) in the left-hand (first) position and yet P is better (by .028) in the right-hand (second) position.

Answer: When Opp has an 11pt (or 9pt) builder, her 4s are duped if you play P (don't hit). When Opp has a 10pt builder and you don't hit, you commit the sin of allowing her 4s to play well on one side of the board and her 5s well on the other side: you diversify Opp's 4s and 5s.

Specifically, you (double-)hit in the first position because you want to take away the 5pt-making numbers of 51 and 55 (making the 5pt).

The roll of 53 (making the 5pt instead of the 3pt) is also a bigger threat in the first position but it is offset by 61 (making the 5pt instead of the 7pt) being a bigger threat in the second position. Call those a wash (in terms of which position relatively incents K), and there's not much else of note. (Less important: 43 and 32 in the first position seem to offset 42 and 63 in the second position.)
