Thanks for clarifying what you meant. I still disagree, but maybe that is just due to having studied probability. After getting say a couple minute explanation of each, are many more baffled by VRR?

Since the precise definition includes what counts as a decision, I agree with your less than ten percent, but think it could be strengthened by removing “%”.
