I think most people that do withhold a small amount of money like Bob observes are doing so just because they would find it embarrassing for some reason to not get to play Final?

This is a common misconception by viewers up until recently when they started releasing box scores for each episodes. The phrase "50 right, every night" used to be considered the bare minimum a prospective contestant should be able to do at home before feeling adequately prepared for the show. Box scores then showed that the average winning contestant tends to attempt to buzz in on about 35 of 57 available clues per game. Players that won 10+ games tended to buzz in on about 42 of the 57 available clues per game.
Those 7 clues make a big difference when they're typically harder and higher-valued clues AND uncontested.
But yeah, you will see some pretty bad wagering if you watch Jeopardy! on a regular basis. I've seen many a game and a lot of money flushed down the toilet on some bad wagering.
