We want to fill in the board and get the runners moving, probably in that order. But, the best we can do re the four point is to give ourselves 2 shakes to make it, and it looks better to give her only 2 fly shots from the bar instead of 4.

Meanwhile, the straggler is stuck, and it seems worth keeping the anchor so 13/6.

21/14 gives up too many fly shots for my tastes.
