clock incident in the money round of the world championship

An interesting and likely match deciding incident occured in the world championship money round match between Jörgen Granstedt and Kenji Shimodaira.
The incident happened approx 10 moves into the DMP. Jörgen is down to 8 seconds of bank time and then throws the dice hard enough to cause one die to spin on a concave checker. The die spins and spins and spins and Jörgen is hovering his hand over the clock desperate to stop the time. When the delay is gone and the bank time starts to wind down, Jörgen hits the clock while the die is still spinning. Then approx 5 seconds of further die spinning ensues before Kenji then hits his clock. At this point the die is still spinning and doesn't look like it was about to settle within the next seconds. When Kenji hits the clock, Jörgen quickly grabs the spinning die and rerolls on his new delay time and the game continues and Jörgen ultimately wins and advances to the quarter final.

The incident happens approx 3,5 hours into the stream.
Kenji was a gentleman and let Jörgen reroll on new delay time. What would you have ruled if Kenji had in stead summoned you as the TD to make a ruling?
