My sequence from your starting position to the end of the game was 21 rolls for each player. Of course I didn't end up with 5 men on the bar, just a regular old bg.
Indeed, the idea of double 1s shifting onto the 5pt saves a few rolls (due to the no double 5s condition), and implementing that even before White enters saves an additional roll exchange.
I think most of the challenge, though, is engineering an efficient sequence that allows redouble/take, combined with White picking up all five non-board checkers (all while honoring perfect play), which could potentially add many more rolls. The game sequence you were victimized by hit fewer checkers (possibly only one, and no more than three, I'd bet), which would be a significantly easier ask.
Keeping the roll count down (with the obvious benefit of being able to call one's rolls!) requires a fight on Blue's 6pt. The key moment is when Blue plays 43, necessarily exposing five blots in order to suddenly revive a good chance (40+%) to win the game. The rest of the solution sequence revolves around that theme.
