Should White take? Yes. If Blue fans, White might even turn the cube to 8. Even if Blue does not fan, White could anchor on the 20.

Should Blue double then? If he does, half of the time he loses 4 points and the other half he wins around 6. If he does not, the split is 2 for the win, 2 for the loss. I say Blue should double.
