I don't know if this applies to you or not, but some players are so scared of being in time pressure, that they play fast early on and thus actually place themselves under time pressure.
Play some three point matches starting with 1 minute on your clock, so you have practiced it already. Then in a match, you don't want to get in that situation, but if there are some plays that deserve additional time, you won't be scared to give them the time that they call for.
With that mindset realize when you are not making progress towards figuring things out and make a play. On the other hand, if a play calls for calculations, you might know you are making progress.
Also, realize when a play has greater importance. Examples:
The higher the cube, the more one should use their time.
Where to play the ace in the outfield in a contactless race, do not use time.
The play is choosing a game plan such as shifting to race or maintain contact then use some time since potentially getting it wrong could be big.
