Procedure for correcting an illegal play

Essentially inspired by the finals of the women's team tournament in London.

Player A is extremely low on time (single digit number of seconds reserve left), makes a sloppy and illegal play and hits the clock after using their entire delay time. Player B pauses the clock and points out the illegal play. Once all parties agree on the original position, we reset the original position and start over. Does Player A get to make their move with their full delay time?

The amount of reserve time left for Player A isn't relevant to the rule, but having so little time means this matters quite a lot.

Although the London tournament wasn't under USBGF rules, I would like references to the USBGF Ruling Guide.
