What would be fair in such an instance IMHO would be for the offending player to have to wait for their delay time to run down before physically making a play. It may have been an honest error to make the illegal play, but the time they spent making it should not be refunded to them, particularly as more time will have been used, with the clocks paused, in ascertaining and correcting it. This would not, of course, stop them from thinking about their play, but seems to be the fairest option available. If their delay setting had not previously counted down, but it was known how much of it had been used, then it also seems fair to me for it to have to count down to the same point before they can start to make a legal play.

As I'm sure you're aware however - in the USBGF Ruling Guide that you refer to - the offending player is allowed full restoration of their delay setting. I agree totally with Bob that this seems wrong. At least they are not entitled to restoration of any reserve time that had been used in the making of the illegal play. (For those interested, these are covered in the Ruling Guide on pages 54-55, section 4.2.3.3.)

As it has been announced that the rules sets of the WBGF and USBGF have been aligned, I agree it would make complete sense to allow the USBGF Ruling Guide to be made available to assist players and staff in WBGF events.
