Colin: As I'm sure you're aware however - in the USBGF Ruling Guide that you refer to - the offending player is allowed full restoration of their delay setting. I agree totally with Bob that this seems wrong. At least they are not entitled to restoration of any reserve time that had been used in the making of the illegal play. (For those interested, these are covered in the Ruling Guide on pages 54-55, section 4.2.3.3.)
Actually, I missed the relevant portion, which is in the penultimate paragraph of Rule 4.2.3.3:
If the Players agree on the facts, then the illegal checker move and all subsequent game actions shall be undone. The checkers, dice, doubling cube, and match score shall revert back to the game and match state that existed after the offending player rolled their dice, but before the illegal move took place. The offending player’s time is restarted on the game clock, with a full delay time.
