Procedure for correcting an illegal play

In Response To: Procedure for correcting an illegal play (Jason Lee)

Is there any sort of "make it right" or overarching fair play rule that a TD may apply? For example, a player suddenly realizes they are about to time out and hits the clock without even moving a checker?
