Blue has a lot going for him, mainly because White has so little, at least right now. I'm doubling, but hoping for a pass because this mess is going to be very hard to play correctly. The PR Police have speed traps set up every mile of the way!
But White has no dead checkers, and spares everywhere which will enable him to slowly rebuild while Blue tries to get six checkers home from those stripped points. White will most likely have to slot points and hope to cover after not being hit, but since he has an OK anchor on the 22, getting hit won't end the game for him. He can try to re-enter and run the third back man out of Blue's home while waiting for better weather on his own side. His doubles other than 3s will also help a lot, and he will certainly have several rolls to try for them. Yes, I've talked myself into a take, which doesn't mean it is one, but hey.
