I'm not certain about this, but I always figured that in a golf tournament, if you have 60 paid places and 15 players tied for 'last', what actually happens is the prizes for 46th, 47th, 48th, ... to 60th places are added up and the total is divided by 15; each player gets that same prize amount.

That's how I would handle ties in a pure Swiss tournament.
