What must be done ...
You'd have to (A) convince all the directors of all the major international tournaments that it is worth their time and expense to compile the results of every individual match in those tournaments and send them to (B) somone, to whom it's worth the time and expense to receive, data-enter, update, and publish a worldwide ranking list, about which (C) all the participating directors and record keepers have agreed on, among other things, the rating system, qualifying tournaments, responsibilities, and the sharing of expenses of the project.
It may be more of a project than you might think. For instance, the Danish federation, thanks to its members who pay an annual membership fee of US$115 at current exchange rates, can afford one full-time paid employee who, I know, used to spend about half his time just keeping the federation's rating system up to date.
I'd invite you to make your best argument that there is wide and enthusastic demand for a "World Backgammon Rating" system, that the benefits (which and to whom?) are worth the costs (which and to whom?), and how such a project might possibly be implemented.
Jumping the gun, counter-arguments are plentiful. As wonderful as a "World Backgammon Rating" might seem, what's in it for the players and directors, really -- would it increase player attendance at participating tournaments? Would it add to the directors' bottom line?
